Formulation of a framework of adaptable guidelines for institutional and economic instruments

Objective

The work package aims at formulating a framework of adaptable guidelines for the application of institutional and economic instruments in the Mediterranean basin.

Methodology - Work Description

The aim of WP 9 is the formulation of framework of adaptable guidelines for the implementation of transparent mechanisms and decision – making processes in water resource and water cost allocation in the Mediterranean Region.

The guidelines will address the necessary institutional, legal, decision-making and operational framework of water resources management. Their formulation will integrate the particular socio-economic environment and traditional practices of water management in the Mediterranean Countries, focusing primarily on the aspect of public participation and the institutional mobilisation and capacity building required for the application of economic instruments and transparency of water and cost allocation.

On the basis of the analysis conducted, and information collected during the previous phases of the project, the guidelines will define the institutional prerequisites for the application of alternative economic instruments that could enable a more transparent, equitable, environmentally and economically sustainable allocation of resources, adapting the lessons learned from previous efforts to the special characteristics of the Mediterranean countries.
