WP 6 aims at the development of a typology regarding the institutional, social and economic conditions at the regions analysed in the participating countries. The typology will follow the adapted indicator frameworks developed under WP 4. Some of the information relative to gender mandates and practice of water-related institutions will be developed together with the GEWAMED project. The typology will address the following levels:
-
Constitutional level, taking into account the central organisational structure and the development of national water policies;
-
Organisational or water resource management level, addressing patterns and processes adopted for dealing with conflicts among uses and users, coordination of water use and rules for water allocation;
-
Operational level, focusing on the aspects of the provision of water services water use and control for specific purposes, needs and demands such as domestic water supply and sanitation, irrigation and drainage flood protection, hydropower, industrial supplies, tourism, wastewater treatment etc.
A major outcome of this phase will be the compilation of regional reports concerning the water management operations and decision-making processes in the participating countries. The reports will summarise the outcomes of Phase 1, containing:
-
An analysis of the current legal and institutional framework and its role in water resource management on a regional scale;
-
An analysis of capacity building processes and mechanisms for the formulation of water policies and allocation of water and costs;
-
A compiled critical evaluation and analysis of the perceptions of local stakeholders, end-user associations and other management authorities involved in the above processes.
The development of a typology will be used in the next phases of the project and especially during the formulation of adapted sets of guidelines for the application of alternative economic and institutional instruments, able to promote sustainable water management and transparent decision-making.
