Objectives

The objectives of the work package are to:

  • Elaborate through a participatory process, on the principles of Integrated Water Resources Management and present possible institutional and economic instruments to a wide audience of stakeholders and end-user associations.
  • Identify potential conflicts and support the exchange of opinions, in order to reach consensus on what the real problems are and how these could be addressed in a desired water resources management situation.
  • Assess the degree of information sharing and transparency regarding water and cost allocation mechanisms, through the processing of questionnaires.
 

 
Methodology - Work Description

WP 5 will encompass three major tasks:
  • Task 5.1 will entail the realisation of a web forum on water allocation, water rights and policy formulation, in order to involve the majority of interested groups in the participatory process.
  • Task 5.2 will develop, according to the adapted indicator framework of WP 4, a questionnaire on assessment of the institutional, organisational and operational functions of governance structures in the Mediterranean Countries.
  • Task 5.3 will realise a series of stakeholder workshops, in Cyprus, Lebanon, Syria, Algeria, Morocco, Egypt, and Tunisia. The organised events will serve a dual purpose:
    • To present and disseminate application experiences of institutional and economic instruments and their role in sustainable water management, as compiled in WP 2
    • To collect and process views (in the form of the developed questionnaires and free narratives) regarding the efficiency of institutional and water management operations on a regional and national scale.
  • Task 5.4 will concentrate on the processing of the collected stakeholder questionnaires and narratives, and the compilation of workshop proceedings. Processed views will be used in the compilation of the final report of Phase 1 where the overall assessment of institutional, organisational and operational interventions will be provided.
In addition, the compiled proceedings of Task 5.4 will include the synthesis of web forum results, and information on the campaign launched by the respective regional partners and Partner 3 on the publisizing of the event. Efforts will be made to exploit synergistic action and complementarity with similar initiatives undertaken through other projects to which Partners of the Consortium participate.

 Expected results

Dissemination and information sharing regarding the application of institutional and economic instruments in arid and semi-arid regions.

Establishment of synergies, exchange of opinions and collaboration between the project team, stakeholders and water management authorities participating in the workshops.

Identification of conflicts and water management problems in specific regions in the Mediterranean Countries.
