WP 3 aims at the identification and description of water management structures and decision making processes in Cyprus, Lebanon, Morocco, Tunisia, Algeria, Syria, and Egypt. Work undertaken will mainly evolve around the:
- Analysis of the legislative and institutional frameworks with respect to the formulation of water management policies and capacity building mechanisms,
- Analysis and possible fragmentation of responsibilities of competent authorities in resource planning and allocation, and
- Identification of budget allocation mechanisms and the constraints that such mechanisms may impose on integrated planning.
During the first phase of WP 3, stakeholders and water management authorities will be identified and contacted, in order to ensure their participation and the exchange of information, expertise and opinions throughout the implementation of the Coordination Action. Emphasis will be given to the gender-equitable selection of stakeholders in order to guarantee the smooth implementation of the gender action plan of the project.
Current water allocation practices will be extensively analysed, with emphasis on water rights for surface and groundwater, addressing equity issues. Water rights analysis will pinpoint mechanisms and rules for their acquisition and conditionality, their transferability, as well as their administration. The exchange of information, experience and efficient water allocation regimes according to the variety of socio-economic criteria governing decision-making will be promoted through the Web Site.
The analysis of the current legal and institutional framework will be used for the standardisation and development of an inventory containing also the interpretation of principles governing water resources management in a national and regional context.
