WP 4 encompasses the adaptation of existing indicator approaches for assessing the effectiveness of institutional frameworks, focusing primarily on financial and economic sustainability aspects, and cross-sectoral competition and conflicts arising from current allocation practices. The work package will evolve around two tasks:

Task 4.1 will extensively review existing indicator approaches and their application in similar regions.

Task 4.2 will adapt and combine those indicators in a consistent framework for measuring the IWRM effectiveness of institutional frameworks. The adaptation of the reviewed contexts will be based upon the particular regional characteristics and policy formulation procedures as those have been identified under WP3. Particular emphasis will be given on indicators that express the aspects of cost-accounting, financial, economic and environmental sustainability.
Substantial effort will be made in exploiting and coordinating research in the field of institutional assessment and indicator adaptation. Indicators used will address the following aspects:
