Deliverable 11 presents the concepts, the philosophy and the implementation of the WaterStrategyMan Decision Support System. The GIS-based Decision Support System aims to assess the state of a water resource system in terms of sources, usage, water cycles (pathways) and environmental quality. In addition it evaluates the effects of actions, on the basis of different scenarios, alternatives and policies.

The document is structured as follows: 

  • First the Modeling Approach for the evaluation of water resources strategies is shown,
  • Then, the DSS methodology is reviewed, and
  • Finally the usage of the tool is presented, with particular emphasis on the illustration of the graphical interface, the modules, the functionalities and the way to use them.

Deliverable 12 presents the concepts, the design and the development of the Water Strategy Man Database. The Deliverable summarizes the research that was carried out in Work Package 6 of the project, “Data and GIS Database”, which according to the contract, aimed at “the collection of available information on water resources and demand in the identified paradigms and the development of a GIS Database, to accommodate them in an efficient and updateable mode”.

The database has been developed under a common analysis framework, in order to provide a consistent methodology for analyzing and organizing the data required to conduct the case study analysis in combination to the developed Decision Support System, described in Deliverable 11 “Integrated Decision Support System applicable to the paradigms”.

Deliverable 13 is the compilation of the proceedings of the workshop “Towards Comprehensive Water Management Strategies for Water Stressed Regions” held in Paris, France, at the Ecole Nationale des Ponts et Chaussées, on the 8th and 9th October 2003.

The workshop, according to the WSM objectives, aimed at presenting and discussing the results of the Analysis Phase, and particularly the GIS Decision Support System developed, to validate the developed methodology and selected tools, to prepare the development of water management scenarios and to train participants on the DSS and methodology application issues.

Deliverable 14 presents the work undertaken in the case study regions in Task 8.1 of the Strategy Formulation Phase of the WaterStrategyMan Project, “Review of Existing Water Management Plans”. The purpose of the task, as defined in the contract is “to review the proposed and existing water management plans in the regions, and develop the base case scenarios against which all water management scenarios will be compared.”

The analysis of the current and proposed management plans included both field work and the collection of data by the Case Study Partners in their respective regions. The field work undertaken mainly involved detailed consultation with the local stakeholders and end-users, with respect to their perceptions on issues spanning the appropriate allocation of available resources, the potential for water resources development and the effectiveness of the current practices.

Deliverables 21.1 and 2 are the compilation of the major project results on Typologies and Paradigms into publishable form. The Deliverable is the first volume of the series of publishable reports in the WSM Project.
