Ministries, authorities, and institutions at national level with a role in water management

Examining the outlined legislative framework a water governance system organized on different territorial scales emerges and in particular:

• The hydrographic basin as fundamental unit on which the basin plan must be set as technical, operational and knowledge instrument in the interventions planning for the different uses regulated by the basin Authority.
• The optimal territorial district, within which to organize the integrated water system for civil uses which must be managed by a unique stakeholder supervised by the District Authority.

• The Italian State defining the regulations, the methodologies and the criteria concerning the water resources, the methodology for the tariff regulation and the methodologies to entrust water managements.
• The Committee for the surveillance of the water resources with the task to guarantee the compliance with the principles which regulate the integrated water system management with particular regard to the efficient and economic management of the service, the determination of tariff system and the safeguard of the users.
•  The Basin Authority which must define and up-to-date periodically the water balance in order to assure the equilibrium between water availability and requirements for the different uses.
• The Regional Authorities which are the principal actors involved in the reorganization of water service. They define the optimal territorial district (ATO) in order to overtake the fragmentation of the management and regulate the cooperation among the local Bodies included in the ATO.
• The District Authority which organizes the integrated water system control and supervises the Body in charge of the management of the integrated system. It also has the task to reorganize the tariff system.
