INECO is
founded on a series of Regional
Activities that are
carried out in Mediterranean
regions in Northern Africa and
the Middle East (Cyprus,
Tunisia, Egypt, Lebanon, Syria,
Algeria and Morocco). The activities include the
identification and analysis of
water management problems, the
development of responses
(alternatives) incorporating
institutional and economic
instruments. A synthesis of findings into regionally adapted
guidelines is one of the major
expected outcomes of the project.
The INECO
approach is divided into 3
distinct Phases, formulated
around 11 workpackages:

Phase 1
addresses the
"Situation, Problem and
Stakeholder Analysis" in each of
the Case Studies. The focus is
on the elaboration on one (or more)
water management problems
related to three water management
challenges (sharing,
valuing and governing water),
and for three distinct functional levels
(constitutional, organisational
and operational).
- In
Phase 2,
INECO will formulate of
alternative water management
proposals, and will put
forward their evaluation
through a participatory
process. The extensive
discussion of alternatives
at both
the project and stakeholder
levels, will help define the most
suitable and appropriate
mechanisms for each of the Case
Studies.

Finally, in
Phase 3 the
Synthesis of results will take place, aiming at
the development of policy framing through the
integration of the different regional findings
and developed problematique into a framework of
adaptable guidelines for the application of
institutional and economic instruments. This
framework will be integrated in a Web Toolbox
and will be presented in a Conference at the end
of the project.
