The Ministry of the Territory Planning, of Water and the Environment has been created at the time of the setting up of the last government in November 2002.

The MATEE is composed of five administrative structures:

1. The State Secretary responsible for water;
2. The Environment Department;
3. The Territorial ManagementDepartment.
4. ONEP
5. Basin Agencies

The MATEE by regrouping the five structures aims to adopt an integrated global policy to guarantee a prospective approach of the country development.

The ONEP and the Hydraulic Basin Agencies are the main public operators responsible for the implementation of the water politics. They are endowed of financial autonomy.
