The key intervening party to the regional level is the Agency of the Hydraulic Basin which is endowed of financial autonomy. The agency of the Oum Er Rbia Basin was the 1st pilot agency created, in 1999; the other six created in 2002 wer Moulouyas, Sebou, Loukoss, BouRegreg, Tensift and Souss - Massa.

The missions of the Basin Agencies are:

• The conservation of the hydraulic public domain and the organization of its exploitation,
• The promotion of the water economic value
• Financing and technical help to actors of water
• To work out the PDAIRE and to stay up to its implementation;
• To deliver authorizations of the DPH utilization.
• To provide helps for prevent the pollution ;
• To do studies and measures of water resources (quantity and quality)
• To propose and to execute regulation measures.
• To hold the register of rights, concessions and authorizations of water taking

The responsibilities of the Basin Agencies are:

• Develop water resources through the
  • Scheduling of the water resource amenagement
  • Assessment of water resources,
  • Mobilization of water resources,
  • Follow-up of quantity and quality of water resources,
  • Management of water resources,
  • Control of the water resource utilization
• Vigil to the resource and heritage security through the:
  • Safeguard of the public hydraulic domain,
  • Prevention and management of the exceptional situations;
  • Upkeep, maintenance and hydraulic work exploitation;
• Towards third parties to provide services by means of
  • Providing technical aid and receiving benefits from the service
  • Partnership development
