CASWE is mandated to accomplish:
- Planning programs for farmers for optimum methods and time for irrigation and irrigation water quality.
- Methods to rehabilitate and maintain the irrigation and drainage canals to reduce water losses.
- Water harvesting techniques in rain-fed areas and methods of supplementary irrigation.
- Transfer technologies generated in research organizations to be applied in the field.
- Selection of ideal farmers at the level of villages and counties and providing them with prizes and distinction certificates.
- Training programs to increase the capacity of agricultural engineers working in the area of soil, water and environment.
- Identification of farming problems and presenting it to research organizations.
- Assessing and monitoring the environmental impact of various agricultural practices.

SWERI conducts studies and researches i.e. soil- water- plant relation, soil survey and classification, improvement and conservation of cultivated soil, soil fertility and plant nutrition, organic farming, crop water requirements, water suitability for irrigation, designing and evaluation of field drainage networks, reuse of marginal water in irrigation and environment. SWERI also gives technical recommendations dealing with water.

The Authority is held responsible for the development of natural resources in the region of Lake Nasser through the following:
- Utilizing the Lake in the production of cheap protein products and the increase of the fish catch.
- Utilizing the mineral resources; a characteristic of the region; represented in the presence of huge amounts of marble, granite, caoline and other mineral materials in the creation of mineral industries based on the availability of natural elements and electric power.
- Utilizing the tourist potential at the Lake area, and the climate as a source of generating income to the state, since this area is considered as a major tourist attraction site.
